Amnesty International has urged to impose a ban on "robots murderers" - RIA Novosti, 8/27/2018


MOSCOW, 27 Aug — RIA Novosti. The Amnesty International human rights organization has urged the international community to bring the ban on use of "robots murderers" in the international legislation, is reported in the statement on the website of human rights activists. The group has made the corresponding statement on Monday, in connection with the beginning of negotiations in Geneva government experts under the auspices of the UN in killing autonomous systems to arms. "Robots murderers aren't a subject of science fiction any more. Technological progress in arms, from drones with artificial intelligence to autonomous weapon which can choose the purpose strongly advances the international legislation" — the researcher of artificial intelligence and the expert of the organization Abdul Rahim has said. Human rights activists have emphasized that guarantees of execution of international law exist only in case "purpose" is identified and chosen the person. "The ban on completely autonomous systems of arms can prevent some of really apocalyptic scenarios, for example, a race of hi-tech arms between superstates which can lead to wide circulation of autonomous arms. We call the countries which are present at Geneva this week, to work urgently" — the expert has said. The organization has noted that though most of negotiators in April, 2018 have supported preservation of control of the person over arms, some of the countries interfere with creation of the legislation which would forbid creation of autonomous systems. In particular, it is about the states which, according to human rights activists, already develop autonomous arms, such as France, Israel, Russia, South Korea, the USA and Great Britain. Negotiations of government experts in the killing autonomous systems of arms under the auspices of the UN take place in Geneva from August 27 to August 31. It is expected that the expert group will consider options of solutions of humanitarian problems and other safety issues which can arise in connection with new technologies in the field of arms.
